  • Be a citizen of the Philippines or a foreigner whose country has reciprocity with the Philippines in terms of civil engineering practice.



  • Be a holder of a bachelor's degree in civil engineering from a school, college, or university recognized by the Philippine government or accredited by the Commission on Higher Education (CHED).



  • Have no record of conviction of any crime involving moral turpitude or any violation of the Code of Ethics for Civil Engineers.



  • Pass the CELE administered by the PRC.




The CELE consists of two parts: Mathematics, Surveying, and Transportation Engineering (MSTE) and Hydraulics and Geotechnical Engineering (HGE). Each part has 100 multiple-choice questions that cover various topics related to civil engineering. The examinees must obtain an average rating of at least 70% and no rating below 50% in any subject to pass the CELE.

The PRC releases the official results of the CELE within three to five working days after the last day of examination. The results include the list of passers, topnotchers, top-performing schools, and performance of schools. The PRC also posts the list of licensed civil engineers on its website under the Civil Engineer section. The list can be searched by name or registration number. The list is updated regularly to reflect any changes or additions to the roster of licensed civil engineers in the Philippines.


The PRC also issues a Certificate of Registration and a Professional Identification Card (PIC) to those who passed the CELE. These documents serve as proof of licensure and identity of civil engineers. The PIC bears a unique license number that can be verified online through the PRC Online Verification System. The PIC is valid for three years and must be renewed before its expiration date.
