The CELE consists of two parts: Mathematics, Surveying, and Transportation Engineering (MSTE) and Hydraulics and Geotechnical Engineering (HGE). Each part has 100 multiple-choice questions that cover various topics related to civil engineering. The examinees must obtain an average rating of at least 70% and no rating below 50% in any subject to pass the CELE.

The PRC also issues a Certificate of Registration and a Professional Identification Card (PIC) to those who passed the CELE.
